J. André Paradis, B.Comm
André
Paradis has been Principal of J. André Paradis and Associates since
1990. André is a consultant with senior executive experience acquired over 25
years in private industry (20 with the General Electric Company) and ten years
as a consultant to industry and to government. Fluently bilingual in English
and French, he has worked in national and international arenas; he has also at
times assumed regional responsibilities and has managed offices in Ottawa,
Montreal, Quebec City, Vancouver, Hamilton and Toronto.
André's
broad management background includes general management, strategic planning,
performance management, product development, domestic and export selling,
training and marketing. In addition André served for sixteen years as an
elected school board trustee in Halton Region.
André
specializes in performance measurement, business and strategic planning,
management effectiveness training and
organizational analysis. He also is a conference speaker much in demand. André
is based in Burlington, Ontario.

National
Aeronautics and Space Administration,
Langley Research Center, which he assisted in developing a set of performance
measurements as part of ISO 9000 certification.
U.S.
Army Corps of Engineers, Huntington Regional Office,
which André helped to develop a comprehensive set of performance
measurements.
Illinois
Department of Agriculture,
which André assisted in developing performance measurements throughout all
Department bureaus.
City
of Reno, Nevada,
for which he provided training in performance measurement during which
performance measurements were developed for every major City program.
Sarasota
County, Florida,
for which André also provided training in performance measurement during
which performance measurements were developed for every major County program.
André involved the elected County Council directly in this project.
Office
of the Auditor General of Canada,
for whom André completed a major review of the Canadian Museum of
Civilization.
Health
Canada, which
André and John Allen assisted in developing, documenting and implementing a
comprehensive performance measurement process.
Ontario
Native Affairs Secretariat,
which André and John assisted in developing a business plan and performance
measurements.
District
Municipality of Maple Ridge, British Columbia,
which whom André developed a set of performance measurements for every major
municipal program. Again, elected officials participated directly in this
project.
City
of Toronto, for
which André and John conducted a series of training programs in performance
measurement, during which participants developed indicators for their own
programs. This allowed the City to implement performance measurement across the
organization very quickly.
